ASBOs, a brainchild of Tony Blair, are meant to punish people for incidents that would not ordinarily warrant criminal prosecution – they basically allows for a law to be arbitrarily made up for one person who is doing something the state doesn’t like but which isn’t necessarily a crime. Incredibly, this particular ASBO stipulated that the explorers, who had already accepted cautions, would not be able to speak to each other, speak to anyone else about urban exploration (never defined in the ASBO), undertake exploration or carry any equipment that could be used for exploration after dark. The order would last for ten years.
